Port of Tallinn manages its infrastructure with Novapoint

The largest port authority in Estonia, The Port of Tallinn goes from file-based data maintenance to asset management using local Novapoint applications.

Port of TallinnUp to now, all location and status data of the individual ports´ infrastructure were based on a file-based system. Data relevant to asset management were previously based in financial management systems, and no links had been created with the map data.

Now with Vianova´s Novapoint software, the port organization has transitioned to a database-driven information management system, allowing for data integration, reporting and the asset management system to link with the financial management system.

The Port of Tallinn organization consists of five harbors having passenger, cargo  and marina services in Estonia.

The delivery and implementation project was running for a year. At its close in August 2013 two Novapoint software modules had been tailored and subsequently delivered, including training of the client. However, the delivery and implementation project was only a beginning of the work needed to build up the infra asset management.

“In the future the Tallinn harbor will have a 5D system in infra asset management, containing condition and financial information”, says Hele-Mai Metsal, Head of Infrastructure Development Department at Port of Tallinn.

After a call for tenders for the project, the Port of Tallinn decided to acquire the Novapoint Utility Network software for managing underground utility networks and the Novapoint IRIS system for managing the infrastructure located above ground level.

Vianova’s bid won due to its best value. The decision was supported by the benefit of Vianova having offices in the Baltics.

Novapoint Web, a web-based viewing and reporting platform, was part of the delivery project and available to all members of the port organization. Novapoint software is now used throughout the five constituent harbors of the Port of Tallinn.

“In Novapoint IRIS the client manages e.g. roads, areas zoned for a certain volume of construction, fixed structures and buildings above ground level, as well as other assets such as lamp posts and bridges. We also tailor the software for our client. For this project we created three new modules, Railway, Buildings and Quay, and created the functionalities and the data content for them together with the client”, says Sonja Vilpas, project manager at Vianova Systems Finland Oy.

“As for underground utility network data, we imported the different types and materials of underground utility networks in Estonia into the software, as well as the most commonly used pipe sizes. The migration of existing data into the new system was made easier with an import tool that was adjusted to match the format of the client’s export data.”

“It was particularly important for successful scheduling and implementation of the deployment project that system expert Riho Võigemast from Vianova Systems Estonia AS worked in close cooperation with the client and Vianova Systems Finland Oy. Also, all co-operation was done with the vision of a working 5D system. Vianova gave us a tool and we gave them new ideas”, says Hele-Mai Metsal.

“The precise location of its infrastructure assets is very important information for the Port of Tallinn organization. The port areas host a great number of companies and other types of organizations that have long-term leases with the land owner, the Port. In the leases of these areas, they must take into account the various infrastructure asset types located in the leased areas, due to maintenance responsibilities and rent level aspects. The database-driven Novapoint solution allows the user to combine data, report volumes and status data, as well as to link the asset management system with e.g. the financial management systems to determine costs”, says Sonja Vilpas.
